Here's my question:

If I buy a glock 80% kit, build it, and use with the mechtech, with a mag lock device, do I need to register and serialize? Is the setup above going to be CA complaint?

With the cost of a glock lower and parts kit, I'd rather build a dedicated lower to use with this system. Just want to know whether or not it needs to be serialized and registered, or not at all.

Welcome to the Forum Bill
As far as the Frame / Lower goes, it is considered the Receiver, which IS the registered Part of the Firearm
So yes, it would have to have a Serial Number, which would be the part that is registered (wit the ATF / Cal DoJ)

I rarely shoot at gun ranges, in fact I think maybe only five or six times in 58 years of shooting. I like the deserts here in Southern Cal, and I do some Coyote chasing in NV. So my suggestion is, keep your gun in it's two parts until you are ready to shoot. Oh and one other thing, if you like guns, stay out of this liberal controlled state. It has really been bad the last ten years. Just one idiot law after another. I'm too old to move now, but I wishI had moved when I was younger.
